What You Need to Know About Licensing

Interested in licensing with BSA?

To help you better understand our licensing process, we've outlined the different types of licenses available and what we require in order to evaluate your proposal. Boy Scouts of America currently offers three types of licensing opportunities:

Commerical (Tier I):

A Commercial License is available to companies who have active national distribution channels and are interested in developing BSA licensed products and programs for general consumers, as well as current Scouting membership and Scouting program alumni through traditional retail channels.

Council Supplier (Tier II-IV):

A Council Supplier License is available to companies who are looking to sell products bearing BSA trademarks to more than one or all BSA local councils or BSA National Council Regions, Groups, Divisions or Departments*. The types of products being considered for Tier II-IV Licenses are:
  • Camp and event T-shirts, caps or hats, and other related apparel
  • Camp and event patches and emblems
  • Fundraising gifts
  • Promotional and recruiting items

Local Council Supplier (Tier V):

A Local Council Supplier Product Sourcing Agreement is available to manufacturers who are interested in selling to only a single council. To qualify as a Local Council Supplier, the company must be located within the service area of the council and products may not be sold for resale. Typical BSA Requirements for Licensure

You may qualify to become a Boy Scouts of America (BSA) Licensee, provided you are a manufacturer, rather than solely a middleman or distributor, and if your company meets the following requirements:

Commercial (Tier I):

  • A minimum of five years’ experience in manufacturing and distribution of the product being proposed
  • Established national distribution channels
  • Five years’ prior experience in the product category and classification being proposed
Council Supplier (Tier II-IV):
  • A minimum of three years’ experience in manufacturing and distribution of the product being proposed
  • Three years’ prior experience in the product category and classification being proposed
Local Council Supplier (Tier V):
  • Company must be located within the service area of the council
  • Products may not be sold for resale
  • Local supplier is selling only to the local council or its units

Please note:
If you meet these requirements, BSA will consider the merits of your proposal but does not guarantee that you will be granted a license.

*BSA Supply Group, which is specifically charged with serving as the designated supplier for BSA, is not required to purchase from Official Licensees. Supply Group uses a very similar process and procedure for engaging vendors from which it purchases products.
